Vintage Saki-Ori from Japan. Sakiori was made from scraps of fabric, cutting or tearing them into strips and weaving them tightly into new, heavier fabric. Sakiori fabrics like these were made for durable mats, runners, and blankets, or even very warm clothing.
In this case it is made into a Sodenashi, a vest used when carrying heavy baskets or pulling sledges. It is thick to protect the wearer's back and shoulders. This piece has wear and holes on the back of both of the shoulders, showing that it was once put to great use.
Mottainai means "waste nothing", that all material is precious. This is an amazing example of that philosophy.
